But they don't pay extra for extra links to their routers (ordinary people).

If the person with a wireless network receiver doesn't want any outside reception they should encrypt their network and then it will not be an issue.
If they leave it unsecured, anyone should be able to access it and assume that it was designed to be accessed by outsiders.

maybe there is a reasoning for not having the network secured? maybe the people installing these networks don't even know what encryption is... linksys does claim their routers are plug and play out of the box no setup necessary. Why should a person HAVE to secure their network... maybe they just trust that if someone wanted to use it they'd ask. i've had neighbors ask me if I cared if they hopped on my network.. and mines unsecure... sure they didn't have to ask and i probably wouldn't have noticed it otherwise... but they did because they are good people.

if the person/neighbor doesnt secure his wireless network then they're just asking for it to be used.

my internet provider, when i asked them to hook me up with wireless, thewy left me unsecured. if i didnt ask him he wouldnt have told me. so iasked him where do i go to secure it and he showed me so i blocked access to my network.

Not everyone with an unsecured network leaves it that way for other people to use. Some people have no idea they can change it or what unsecured even means. Others have to have it that way for a reason. I've had to leave mine unsecured while arguing with the various wifi devices in my apartment. While I don't particularly care, others might.
