But others argue that legislation would be ineffective. George McDonough, an education coordinator with Rhode Island's Department of Education, concedes that the Internet has become an "instant slam book" but questions whether laws can stem bad behavior.
"You can't legislate norms, you can only teach norms," he said. "Just because it's a law they don't necessarily follow it. I mean, look at the speed limit."
So it sounds like murder is a problem best solved by good parenting, instead of law and punishment. Not surprising, for a state that could elect Buddy Cianci. Cianci is the longest-serving mayor in US history, and only stopped being mayor of Providence when he was indicted on federal charges of racketeering, conspiracy, extortion, and more. He took a break from being mayor somewhere in the middle of his career, because he assaulted a man using a lit cigarette and a log from his fireplace. No wonder people here feel like laws don't work...
